They will need to be bottlefed until they are about 8 weeks of age. They will also be better pets if they have a little interaction with another dog, at some point. Bottle fed animals usually bond very well with humans and become good pets. If the people don't bottlefeed the puppies, they will probably not be socially good as pets. Please ask them to either bottlefeed them or find a rescue league that can help (look on or go to local pet supply stores when the rescue leagues are there showing animals). If they take them to the shelter or humane society, the puppies may very well be put to sleep. Besides bottlefeeding them, they need to be aided in defacating (rubbing a wet wash cloth on their bottoms until they urinate and poop). Sorry, this is how it is done. By the way - sometimes dogs get out. This is not ALWAYS the fault of the owner.

They to get puppy formula and feed the puppies, and fast.

Did the mother die, has she been taken to a vet yet, if she is still alive, she is injured and hurting, if so, she could turn on the pups, do not try to let the pups nurse, unless she lays down by the pups to let them

Get her to a vet if she still alive.

That exact thing happened to my dog, but she was 3 hours old when her mother got hit. We put all of the pups in the bathtub with towels around it and made an evaporated milk formula and fed it to the puppies with an eyedropper and they turned out just fine.

Good Luck and sorry for your neighbor's loss,

nothing as long as she continues to feed them and care for them. she will need to get formula and a bottle and take them to the vet for a wellness check. he can also tell her how to further care for them.

you will continue to nurture them by bottle feeding them for a couple
of weeks more, than slowly wean them on to soften puppy food

If your neighbor is a good owner(sadly allowing his dog to get hit shows he needs a lot of work) then he will bottle raise the puppies on formula. While not ideal puppies can survive and thrive with proper hand rearing care.
