How can I develop a grooming routine for my Sheltie puppies?

I have equipment and information about how to groom an adult Sheltie. However, there is a big leap from grooming a full-size adult dog that is used to the routine and grooming a small, squirmy puppy whose coat is still growing in.
I’ve been trying to groom a little bit every day, just so they get used to it, but I’m not making much progress. I haven’t tried using treats yet, but that’s my next step.
Any suggestions would be appreciated, but especially those that apply to puppies with this coat type. Thanks.
