How do I get my dog to be friendly with other dogs?

I have a 2 year old miniature pinscher, and she is not nice around other dogs at all. When we first got her, she met another min pin the second day we had her, and that dog nipped at her. I think this is the source of her fear. We do not know anyone else with a dog, so it is very difficult to socialize her with other dogs. We would like to get another one, but are apprehensive becasue of how vicious she gets around dogs. Does anyone have any suggestions, or have been in the same position?

She eats Canidae dry (slightly soaked). She’s almost 3yrs old. She’s a mix of either a min pin (a bit to big) or Manchester Terrier (a bit to small). Weighs 19lbs.
