How do I get our new dog to stop eating from the garbage?

We just got a new dog that is one year old and won’t stay out of the garbage. He will eat any kind of paper product, especially used tissues. YUCK! I’ve had a lot of dogs before and never had this problem. I don’t want to keep the doors closed all the time and with little kids in the house I can’t get rid of the garbage cans. This dog seems to know no boundaries. The water bottle seems to help but by the time he stops running to get squirted, he’s already ate the tissue. Would hot pepper sauce hurt him? I considered putting a few drops in the bathroom garbage can just to try it but I don’t want to hurt the dog. He’s almost the perfect dog except for this one thing.
The garbage cans are heavy metal cans with lids on them. He’s figured out how to open them with his nose and feet. I want to fix this problem with the behaviour, not change the way people have to dispose of their garbage. With little kids, I can’t put the garbage in a child proof cupboard…hence the name “child proof”.
