It is disrespectful of the owners, they could find someway to keep their pets in their own yard, but it is natural for a dog to "potty" anywhere besides their own yard, they are marking their territory. Mothballs works good, just scatter them here & there around your lawn. The mothball chips, (you can get them at wal-mart) seems to work better than mothballs for me. I have to put them around my flower beds to keep my own dogs away from them. Wal-Mart also carries a product,(can't remember the name) that is suppose to repel animals, or keep them away from lawns & gardens. I think they have a liquid & a powder .. After using mothball flakes a few times, the animals should go elsewhere, if not, talk to your neighbor, they are a leash law on dogs

for the urine spot issues- apply garden gypsum to the area. It chemically offsets the salts contained in the urine. Water regularly.

Why is it people can't let their dogs do their business in their own yards???

You need to call Code Enforcement. It's in the government pages of the phone book, and make a complaint. Dogs pooping on the grass, and them not picking it up is actually against the law. Code enforcement deals with everything. Parking, trees, high weeds, neighbors not mowing there grass, and dogs pooping. Calling the cops won't help at all, cause you have to be witness to the fact that it was your neighbors dog pooping in the yard, or else they can't do anything without proof. Your best bet would be to call code enforcement.
I'm so sorry you have to deal with this! Not all dog owners are irresponsible! I pick my doggies poopy up everytime I walk her! Please don't think all dog owners are lazy! Good luck, and have a great day! :o)
