We have a Halti Head collar for our dog it really works (They cost quite a bit though) He did the same as your dog, but now with the halti we have more control over him. Also when walking look out for other dogs and when you spot one distract him. or tell him no every time he starts whining or barking. :)&lt;a href="http://www.healthstorebargains.com/srch/srch.php?q=garlic"&gt; xMissyx&lt;/a&gt;</description>

I advise getting a Halti-Head collar. It prevents all pulling, and gives you the ability to force him next to you (heel) and keeps him in a comfortable distance.

When you get the halti, walk in the direction of another dog. If he starts to lunge, turn and walk the other way. Do this again and again and again. 		<description>So, try to find a friend that has a dog to help train yours.

What you do is go to a field or strech of park sidewalk and have the other dog just sit. (Make sure this dog is calm with other dogs...) You stand with your dog quite a ways away. (But you can still see the other dog)

Then you slowly walk your dog toward the other dog. When you see the pulling behavior, turn around and go back to where you started. Have your dog sit and stay until he is calm. Keep doing this until you can get to the other dog without him pulling. Let them sniff noses and stuff, but then move on. Practice this several times once he gets the idea, and with different dogs. You could even try more than one other dog.

This takes time and patience, maybe more than one day because your dog could get frustrated.

Try using a harness. It goes around the chest and back and doesn't choke the dog. I would pull/tug it a little bit, and it ill pull him away, and he will think, 'Hmm, mommy doesn't like me to play with other dogs. then whenever your dog pulls squirt him with the water

it really does work, believe me i have 2 dogs who went mental when another dog passed.

you could also get a harness, it goes like under their legs, so when the start to pull, you can just give the leash a gentle tug and it will pull them back.
