What you do is go to a field or strech of park sidewalk and have the other dog just sit. (Make sure this dog is calm with other dogs...) You stand with your dog quite a ways away. (But you can still see the other dog) Then you slowly walk your dog toward the other dog. When you see the pulling behavior, turn around and go back to where you started. Have your dog sit and stay until he is calm. Keep doing this until you can get to the other dog without him pulling. Let them sniff noses and stuff, but then move on. Practice this several times once he gets the idea, and with different dogs. You could even try more than one other dog. This takes time and patience, maybe more than one day because your dog could get frustrated. He just wants to meet the other dog. Unless the owner lets their dog come over and say hello, he'll keep on doing this.
