Be consistent though. If you're consistent on taking him out to meet new dogs, he'll eventually learn that there's nothing to worry about. (We had a puppy who was really nervous around other dogs too. He just needed some socialization!) Then I would switch the set with a new set of dogs and repeat until he gets used to being around other dogs.
